Our format has typically been members bringing up to 3 pages worth of poetry for critique and discussion.
First, the poet reads out his/her poem and then we get a chance to discuss. (There is the option of having someone else read out as well; this is sometimes very instructive.) Typically, I ask that a few paper copies are brought so people can read along with the person reading.
In my personal experience, the immediate feedback helps a lot, as well as reading it aloud, giving one an aural sense of how the poem is read.
We have in the past done something different by having poems uploaded ahead of time for everyone to read and comment on and then the meeting becomes more of a critique session. This format is more suited to when there are more people coming to the meetings.
We can make a decision on how to proceed once we see how the first few meetings go. I am scheduling through to April. 1 meeting a month.
