What should qualify someone as an admin?

I'm thinking about upping the stakes on the administrators.  I'm constantly deleting hundreds of bots every few days...I keep seeing new content, but nobody is erasing the bots. We're not engaging the members enough.  I have no idea who to delete or who to keep.  So what should be required of the administrators?  Because I'm seriously thinking of a new approach to keeping the site bot free and up to date.  So what should qualify someone as an administrator?

An administrator should be someone who is promoting the site. Someone that replies to people's discussion. People are less likely to place discussions when no one comments to what they posted. An administrator should be someone that believes the cause.

They have a trial basis if they are doing certain things to help the site move up in rank. Maybe it would help to have a ranking system. Empowering them a little.
